Background

On October 12, 2010, the Department promulgated rule R68-21 “Standard of Identification for Honey”.  This was done at the request of Utah’s honey industry. In March 2011, the Utah Legislature passed a State Law called “Raw Honey Amendments”.  The new law requires the Department to promulgate rules regarding the labeling of raw honey.  The Department has developed a proposed rule called R70-520 “Standard of Identity and Labeling Requirements for Honey”. This combines the language from R68-21 with the new language needed for raw honey labeling. As part of this action, R68-21 will be eliminated.

Copies of the “Raw Honey Amendments” and the proposed R70-520 are enclosed. I encourage you to submit comments.

                                                                                Sincerely,

Richard W. Clark, Director Division of Regulatory Services
